In the current climate of confusion and uncertainty within the assessment and verification arena, I feel compelled to give some direction and dispose of the myths that are currently developing around NVQs, their future and associated issues.

You will be familiar with our Fact not Fiction approach to NVQ assessment through our Back to Basics Philosophy and Methodology and therefore below I have taken the same approach to these emerging myths.

Fiction – NVQs are being scrapped altogether.
Fact – No one has made any statement to this effect that NVQs are being scrapped!

NVQs have had their most successful year in history. There is growing opinion that suggests NVQs will remain as a qualification type in the Qualification and Credit Framework (with a possible rebrand to reflect the qualification types in the Qualification and Credit Framework). I fully expect competence based qualifications based on National Occupational Standards developed by Sector Skills Councils and Standard Setting Bodies to remain in the new framework but with their title reflecting the new system i.e. Certificate in... or Diploma in..., some even suggesting that the acronym NVQ remaining in use.

In my opinion NVQs will remain as a critical component of the QCF on its introduction in January 2011. I believe the brand may remain in some form and with assessment and quality assurance arrangements very much as they are today.


Fiction
– NVQ Code of Practice being scrapped.
Fact – NVQs will be in the system until post QCF introduction in January 2011 until 31st December 2013

The NVQ Code of Practice will remain in place for the lifetime of NVQs with a possible revision at some stage in the future; I envisage the future Regulatory Framework will be very much as it is today.


Fiction
– Assessor and Verifier Awards being scrapped.
Fact – The current awards have been extended for registration until December 31st 2010. All assessors and verifiers of NVQs are required to practice to the current standards.

David Morgan’s View

The review of the assessor and verifier awards has commenced and will result in awards being available for assessors and verifiers in the future. There will always be a need for qualified and occupationally competent assessors and verifiers for competence based qualifications. I believe the review will result in a larger number of units that reflect the wider role of assessment and quality assurance across a much broader range of qualifications. There will be specialism’s depending on the type of qualification that you are assessing or quality assuring.


Fiction
– Current assessor and verifiers will have to re-qualify.
Fact – No decision has been taken on this at this moment in time.

David Morgan’s View

I would be of the view, supported by previous situations, that assessors and verifiers who are currently qualified will not be required to re-qualify but are very likely to have a greater emphasis placed upon them for regular recorded CPD activity. It is vital to maintain the CPD of current assessors and verifiers for this very reason.
